Dr. Douglas Jacobs Appointed Executive Director of the Maryland Health Care Commission

Baltimore, MD – The Maryland Health Care Commission (MHCC) is pleased to announce the appointment of Dr. Douglas Jacobs, MD, MPH, as its new Executive Director, effective August 18, 2025.

Dr. Douglas Jacobs brings extensive experience in public health leadership, policy innovation, and clinical care. Most recently, he served as Chief Transformation Officer at the Centers for Medicare and Medicaid Services, where he led groundbreaking national initiatives to strengthen value-based care, advance health equity, expand behavioral health access, and improve care quality for more than 63 million Medicare beneficiaries. Prior to that, he held senior roles in Pennsylvania’s Department of Human Services, where he guided one of the nation’s largest Medicaid programs and helped lead the state’s COVID-19 response. He is also a practicing primary care doctor with first-hand experience of how policies affect patient care.

Boyle, Acting Chair of the Maryland Health Care Commission. “The Commission looks forward to working with Dr. Jacobs in moving forward the initiatives and policies to provide Marylanders with affordable and high-quality health care." 

As Executive Director, Dr. Jacobs will lead MHCC’s mission to plan for health system needs, promote informed decision-making, increase accountability, and improve access and affordability for all Marylanders. “I am deeply honored to be selected to lead the MHCC and look forward to meeting and working with the MHCC staff, commissioners, fellow agencies, legislators, providers, plans, and the public to craft a path forward at a critical time for health care in Maryland,” said Dr. Jacobs. “I am committed to the agency’s mission, and hope that together we can build a person-centered health care system that is high-quality, equitable, accessible, and meets the needs of every Marylander.”

The Maryland Health Care Commission is an independent regulatory agency whose mission is to plan for health system needs, promote informed decision-making, increase accountability, and improve access in a rapidly changing health care environment by providing timely and accurate information on availability, cost, and quality of services to policy makers, purchasers, providers, and the public.
