Advancing the Integration of Social Needs Screening and Closed-Loop Referral Systems through the State-Designated Health Information Exchange, CRISP
Response Due: Friday, April 3, 2026
The RFI seeks information on digital platforms that support social risk screening and data collection and enable referral coordination and billing between providers, community-based organizations (CBOs), and payers. Responses will be used to support market research, understand current technological capabilities, and shape future policies in the State that advance the integration of social needs screening and closed-loop referral platforms with the State-Designated Health Information Exchange (CRISP). The RFI is an enterable PDF; responses can be entered directly into the PDF or provided as a separate attachment. CBOs, providers, payers, technology vendors, and consumer representatives are encouraged to respond to some or all questions in the RFI.
Non-CDS Reporting
State law (Health General Article §19-145) requires licensed dispensers (including pharmacists and health care practitioners authorized to dispense prescription drugs in the State) to electronically submit noncontrolled prescription drug (non-CDS) dispense information to the State-Designated Health Information Exchange (CRISP). Dispenser reporting is required by September 1, 2025 (COMAR 10.25.18.13). For more information, visit MHCC’s dedicated non-CDS webpage.
Dispenser Manual
Technical guidance for reporting non-CDS dispense information is included in the Noncontrolled Prescription Drug Dispenser Data Submission Manual (approved at the June 12, 2025 meeting of the Commission). A multi-stakeholder approach guided iterative development of the dispenser manual.
Waiver Requests
COMAR 10.25.18.13, Noncontrolled Prescription Drugs Dispenser Reporting (Section F) allows dispensers who meet certain conditions to request a time-limited waiver from non-CDS reporting. A waiver request form is available here and must be completed for MHCC’s consideration.
