MAIN PURPOSE OF JOB

The Maryland Health Care Commission is seeking an individual with a strong technical and analytical background in health care policy, creative solutions and demonstrated leadership capability to fill the position of Executive Director. The Maryland Health Care Commission is an independent agency of Maryland government composed of 15 Commissioners. Our mission is to plan for health system needs, promote informed decision-making, increase accountability and improve access in a rapidly changing health care environment and to provide timely and accurate information and policy analysis to policy makers, purchasers, providers and the public.

The Executive Director heads the 56 member staff of the Commission, is responsible for the effective management of the MHCC, and is accountable to the Commission Chair and the gubernatorial appointed Commissioners. The Executive Director provides executive leadership for the organization’s Executive Center and four Program Centers: The Center of Health Facilities Planning and Development, the Center for Quality Measurement and Reporting, the Center for Information Services and Analysis, and the Center for Health Information Technology and Innovative Care Delivery.

SALARY: $202,169.00 - $272,940.00/year

MHCC PROCUREMENT LIAISON

LOCATION: MDH, Maryland Health Care Commission
                     4160 Patterson Avenue
                     Baltimore, MD 21215                      

MAIN PURPOSE OF JOB

The Agency Procurement Liaison will be responsible for assisting and/or fully performing the duties of procuring equipment, services, supplies, information technology, and other needs, which must be obtained through the competitive or negotiated procurement process. Examples of some of the procurement responsibilities of this position are instructing MHCC contract managers in proper contract management techniques and/or assists with or manages contracts after a contract is awarded; assisting with the development of contract specifications including performance and acceptance standards, payment terms, contract management elements, contract modifications, contract renewals and advertisement requirements in accordance with State procurement procedures, laws and regulations for the procurement of all necessary services, supplies, maintenance and equipment; conducting pre-bid and pre-proposal conferences, site inspections and conferences to explain procurement requirements; preparing minutes of pre-bid and pre-proposal conferences, addenda to Requests for Proposals (RFP) and Information for Bids (IFB) and answers written questions from potential bidders and offerors; examining proposals to determine issues of responsiveness and responsibility and/or the need for additional information; conducting bid openings for competitive procurements to determine whether offerors are reasonably qualified to be selected for an award and may recommend proposals for awards; assisting with or conducting debriefings; conferring with the Assistant Attorney General’s Office regarding bid irregularities, contract disputes, protests or appeals and Public Information Act requests; experience with the Advanced Purchasing and Inventory System (ADPICS) portion of Financial Management Information Systems (FMIS) to facilitate the procurement process; and provide procurement advice and guidance to other MHCC staff as needed.
