Regulations

The Maryland Health Care Commission (MHCC) is responsible for overseeing the development of health care facilities and services in Maryland and collecting and managing health care data across the state. These regulations govern how the Commission carries out those responsibilities, covering everything from the Certificate of Need (CON) program and the State Health Plan to health information technology, health benefits plans, and hospital quality reporting.

State Health Plan

The State Health Plan is adopted under Maryland’s health planning law. It establishes health care policy to guide the Commission’s actions and is the legal foundation for its regulatory program decisions.
