The Maryland Health Care Commission (MHCC) and the Health Services Cost Review Commission worked collaboratively to implement an interoperable statewide health information exchange (HIE). This effort led to progressive movement towards the actual implementation of the exchange and various working papers were created. These working papers laid the foundation for the creation of a blueprint, or plan, that was used to build the statewide HIE.
