The Health-General Article, Annotated Code of Maryland, requires a person to have a Certificate of Need issued by the Commission before the person develops, operates, or participates in the establishment of a neonatal intensive care service. The Commission defines neonatal intensive care services as Level III neonatal care services, as described in the Maryland Perinatal System Standards.
