NATURE OF WORK:   
The Maryland Health Care Commission, an independent State agency responsible for planning for health system needs and promoting informed decision-making by providing timely and accurate information on availability, cost, and quality of health care services to policymakers, purchasers, providers, and the public, is seeking a Health Policy Analyst – Advanced in its Center for Health Information Technology (Center). 

The Center is responsible for advancing the implementation of a statewide health information exchange and the adoption of electronic health records. The position requires strong skills in quantitative analysis, writing crisp information briefs and complex reports, and making oral presentations, as well as the ability to work as a member of a multidisciplinary team.  The Center is looking for an individual that is capable of grasping complex policy issues around health information technology.  Individuals familiar with the challenges related to the privacy and security of electronic health information are encouraged to apply.

This is a perfect opportunity for an individual with in-depth health care knowledge with the ability to analyze and understand policy from the perspective of implementing health information technology.  In this position, you will identify policy questions and propose recommendations that will impact on the adoption and use of health information technology.  Responsibilities of this position include policy research and development, data analysis, and technical report writing, interacting with stakeholders, participation at select health care tradeshows, and presentation development. 

The position will serve as staff to various advisory bodies and support and facilitate workgroups engaged by the Center in its effort to promote health information exchange and electronic health record adoption.  Applicants that are selected for an interview will also be required to complete a policy development activity and spend up to three hours discussing the work on key projects underway with select staff from the Center.  Strong data analysis and writing capabilities are required for this position.  Applicants must be proficient with Microsoft Office.

MINIMUM QUALIFICATIONS/REQUIREMENTS:   
Requires a Bachelor’s degree and three years experience evaluating, analyzing, researching, and developing policies and programs.  A Master’s degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.  A Ph.D. in Health Sciences, Health Care Administration, Public Health, Public Policy, or a closely related field may be substituted for two years of required experience.

SALARY:       Temporary Salary Reduction effective September 23, 2009 thru June 30, 2010
                      $45,399 to $72,857 (Grade 18)

Anticipated Salary Effective July 1, 2010
$46,563 to $74,725 (Grade 18)

The Center for Health Information Technology (Center) is responsible for advancing the implementation of a statewide health information exchange and the adoption of electronic health records.  If you are a recent college graduate with an advanced degree and want to take part in a unique opportunity to learn about health information technology while contributing to the work of the Center this is a perfect opportunity for you. 

This position requires strong skills in quantitative analysis, writing, and oral presentation, as well as the ability to work as a member of a multidisciplinary team.  The individual selected for this position will lead projects, identify policy questions in complex issues, execute a broad range of projects, facilitate workgroups, and make presentations to stakeholders.  This position requires applicants to have a strong interest in policy with its application in health information technology.

SALARY:          Temporary Salary Reduction effective September 23, 2009 thru June 30, 2010
                        $40,048 - $63,929 (Grade 16)

                        Anticipated Salary Effective July 1, 2010
                        $41,074 - $65,568 (Grade 16)
